Anti competition. Make it harder for your competitors to get in the game by introducing licenses on a field barely of which the consequences are barely understood.
This is not only stupid but scary & dangerous as well. For one, how do you enforce such a regulation? Forbid people from buying GPUs? Monitor what ppl are doing on AWS?
