I think we’re gradually moving towards a “trust on first use” model combined with distributed reputation lists and local/user-side machine learning. So, default some level of trust for proactively interactions + additional layers based on personal history, user overrides, and community-provided lists.

You *don’t* want a significant UI for this. Probably just some kind of personal address book (with sections for explicitly added vs. implicitly added identities) + a way to discover and subscribe to community reputation lists. Everything else should be backgrounded and handled algorithmically at the app/local level.
