Culture is normally understood as norms or values (how people behave), while technology is about tools or stuff human make to achieve something. Ofc a behavioral norm could also be a tool to achieve something, but it’s intangible. What are you trying to do/write/say?

Interesting thought Not mentioned specifically (I think), but Lewis Mumford's Technics and Civilisations discusses the evolution of technology in the broadest possible terms and you might find something there
