I know many billionaires who would never tweet. let alone something controversial and post a public wager. I think the man’s formed a world view and is betting (slowly) to see it happen. Don’t forget many bureaucrats esp after El Salvador follow him on Twitter
I think it feels more like skin in the game because he's not built up a reputation of being cavalier with his money and has tended to try to let his ideas succeed or fail on their own merits. And, he seems to like not looking stupid, so the "skin" could also be his reputation.
