Assuming that there are phenomena which are gradual, but harmful (certain kinds of pollution being one example), how can we align markets which are usually much more short-term focused? Put another way, doesn’t the gestalt system we have overly encourage reactionary solutions after the fact instead of proactive ones?

I disagree with the premise of your question! My experience is that the closer you get to politics -- and away from the market -- the shorter term the mindset becomes.
