We still have that problem and make it worse, same project getting multiple grant, some got in Million, with very little impact. Few projects are also misusing grant token. But grant process is more transparent now, dedicated team to review them, scope is wider, including audit support.
Those who don't believe in Agile and iterations should look at the governance model at Optimism. Each season is built on collective feedback, season duration is enough to rollback any negative changes and focused on improving the DAO. Only active forum worth time investment as of now.
