Warpcast charges this because each signer costs gas. Right now this is the only way to create signer from Warpcast, but I think they will have wallet-based solutions soon (cc @dwr.eth this is the third time someone asks me this today)
I think it would be a good candidate for retro funding. This would help address the proposal accountability issues
